Explanation:

We know that star is a point object. Light from stars have to travelled a long distance. when light enters in earth's atmosphere it gets refracted many time due to change in density of atmosphere. Due to this refraction light keep changing its path and stars keep changing its apparent position and keep fluturating. Due to this some time stars looks brighter. This phenomena makes the stars that they are twinkling.

Refrection :

when light change it's medium there is a bend in light. This phenomena is called refrection of light
