The statement that human needs are neither uniform in all parts of world nor static over the years hold universally true from the advent of the life on earth. This is obvious from the everyday life if a persons looks around his surroundings  very carefully and watchfully. this can be justified with a number of examples that a persons experiences in his day to day life.

Explanation:

Every person has different needs and requirements. for example people living in hot areas need fans, A.C's to keep themselves cool and safe from the scorching heat while as people living in cold zones need heating equipments like heating pillars, geysers to meets the harsh cold conditions. if we carry the same example a person need cooling equipments during summer seasons and heating equipments during winter season to meet the changing seasons. Another example can be of a poor person who runs pillar to post in search of food to meet his hunger or feed his family while a person who can eat easily and has a house to live in is looking for comfortable living sources such as lavish house, cars and other comfortable and luxurious things.
