Human's resources are very important that they can provide humans many objects and help them from many ways. Human resources development is happening everyday.
It depends on factors as when it's rain, or storm. The human resources could be decreased. In case of heavy natural calamities like earthquakes and tsunamis. Then people start to lose any of their resources. To prevent these factors. All can be done only by the government.
But even we can. By many people over thousands over millions. To do our work to grow strong and large trees on the border of the city/state. So that storms doesn't occur, if it's from the sea. Then quite difficult but planting as near as possible in the coast.
We can't avoid earthquakes
We can avoid tsunamis but we need lot of money for it. For example, If you take a bowl and pour water in it. And shake it well! The water will be moving and it comes out of the bowl. To prevent it. We need to predict it. We can predict it by placing a blade under the water corner of the bowl. If you shake the bowl, it'll not give out a big wave. The same thing you can do in real life by placing a strong wall under the sea on the corner of the shore.
