Human resources are the most valuable resources of the present time but humans are the ones who are responsible for wasting the resources. Why is it so?

In my opinion, the resources is anything obtained from the environment to satisfy human need. The human being is the user of all-natural resources, at the same time he is responsible to discover and develop these resources. Therefore, the term "human resource" should be replaced with " employ and improving the human skill to develop and discover resources".
