our constitution had gave powers to both the govt but at different levels: central government thinks and work for the whole nation whereas state government works only for his state..........
for example: some years ago whine bars and liquor shops where picketed in Bihar ....this means that the state government
realized that they should close the liquor shop's or the source from which it comes
because the health status was decreasing at a very fast rate in Bihar so the state government thinked and worked only for that state
in other countries both state and central government has equal power but in india central government is more powerful than state
