Carbon monoxide is produced because, in the limited space inside a gas heater (or a car engine), there is not enough oxygen to completely oxidize the hydrocarbon fuels. We call this incomplete combustion. As well as carbon dioxide and water, carbon monoxide (CO) is formed as the hydrocarbon burns.
