The both are mixed in Diffrent proportion ( law of defnite proption) to gave that compound (H2O+ fom) which used to extinguish fire.

No, your refreshing glass of water won't spontaneously combust, and we have the also flammable oxygen to thank for that.

and

water is not the thing that puts down the fire... it is the lack of oxygen and the lowering of temperature that puts down the fire.
see

fire produces heat.. thats what we studied but its the other way around high temperature heat is what fire is. when the an object vibrates faster at molecular level it generates heat. when we give an object heat from an external source we actually giving it energy. so it vibrates faster and eventually starts to burn due to friction.

So when we put water over fire... the object tends to cool down slowly thus lessening the vibratation. this is how a microwave works{i mean the heating process}.

now the oxygen factor.

its correct that oxygen is supporter of combustion and hydrogen is a combustable gas. But in case of water, hydrogen and oxygen can show their chemical and physical properties only if they exist in their seperate state i.e., H2 and O2 forms. this state from water can only be formed in an electrolysis process which u have studies in chemistry.

so when water is poured over fire it cools down the object and surrounds it such that the fire doesnot receive oxygen to burn further.
