Hydrogen being and highly inflammable gas and being supporter of combustion ,yet water whic is made up of hydrogen and oxygen is used to extinguish fire,Why?

Water is a different compound and hydrogen and oxygen are its substances. And it is not necesary that a compond only follows the properties of its substances. But at very high temperature of fire when water is used to extinguish the fire, it just makes the fire more violent because at very high tempratures only hydrogen and oxygen seprate from water.

IT IS RULE THAT THE COMPOUND CONTAINING THE AN ELEMENT SHOULD FOLLOW THE SAME PROPERTIES BUT WHEN THEY FORM COMPOUND THE WHOLE PROPERTIES CHANGE.SO THEY ATTAIN AN PROPERTY TO EXTINGUISH FIRE.
