This happens because nitric acid is a strong oxidizing agent and oxidises the hydrogen produced into water (H2O) and itself gets reduced to NO2, N2O. however some metals do react with it to form hydrogen . they are manganese and magnesium

Hydrogen gas is not evolved when a metal reacts with nitric acid. It is because HNO3 is a strong oxidising agent. It oxidises the H2 produced to water and itself gets reduced to any of the nitrogen oxides (N2O, NO, NO2).
