Eventhough H2 and O2 are highly reactive and highly inflammable, it is not like that at their molecular state.
They become inflammable only when they form compounds with certain elements such as group 1 elements. If H2 and O2 where that much inflammable, then the life would have not existed.
H2O helps to extinguish fire because it forms a layer between the inflammable substance and O2 and hence does not allow them to react.
