It is so because water is a compound of oxygen and hydrogen. A compound is a chemical combination of 2 or more elements and it does not show the properties of its constituents. Hence, water being a compound does not show the properties of hydrogen and oxygen. Instead, it extinguishes fire.

This is bcoz -

◾ Properties of elements change when they form compounds .

◾ So , after compound formation , the property of individual Hydrogen and individual Oxygen changes after they form Water ( H2O )
