This line means that hydrogen element acts like two types of elements.

First : alkali metals like sodium, Potassium etc.
These metals lose one electron to get noble gas configuration.


Second : halogens like chlorine, bromine, iodine etc. These are non-metals which gain one electron to get noble gas configuration.

It means that hydrogen has the properties of alakli as well as halogens. Hydrogen is similar to halogens in Ionization enthalpy (I.E. of hydrogen is 1312kJ/mol whereas of F2 is 1680kJ/mol). Hydrogen molecule is diatomic and so are the molecules of halogens. Hydrogen forms hydrides with carbon (CH4) just like halogens form halides with carbon(CCl4). Like alkali metals hydrogen has only one electron in its outer shell . Alkali metals have a strong tendency to lose electrons from their outermost shell to form unipositive ions (Li+ , Na+) and attain nearest noble gas configuration. Similarly hydrogen also loses electron to form H+ ion.
