n hypochlorous acid(HOCl) chlorine is in +1 state. So on disproportionation it gets oxidised and get reduced simultaneous to form HCl and HClO3. Chlorine in HCl is in (-1) state that is it get reduced and in HClO3 it is in (+5) state, hence it gets oxidised.
