According to me,

The best method is to use drip irrigation system. Take a plastic bottle. Make small holes on one side of the bottle. Fill the bottle with water and place it in the Tulsi plant pot. So in this process, only required water will be used by the plant. I think the bottle or container should be a little bit bigger or according to his plant's condition.

AND AS YOU MENTIONED NO MACHINE WAS USED.
