10. (a) there is always an increase in its velocity

Acceleration is defined as rate of change of velocity. Acceleration always occurs when the final velocity is more than the initial velocity. If final velocity > initial velocity, then there an increase in velocity.

If the initial velocity is more than the final velocity, then retardation occurs.
