Question

I am looking for the theory that children cannot participate in survey or answering questionnaire because they are still under age and cannot decide what they need and what they want. Anyone knows the theory? And who said it??

PS: I am developing learning material book based on teacher perceived need assesment analysis.

Because children have not grown the maturity or the mental ability to think at such a high platform .
