He says that there are men who remain willfully silent so others have the opinion that they are wise as if to announce to the world that I am an oracle (blessed by Appollo to grant prophecies) and even the dogs should be silenced when u speak to create the impression that they are wise men who deserve respect. Their haughtiness demands that others should keep quiet and listen to them. Even the dogs should stop barking[ i.e no one should speak.
