Because there will be 4 cloths each is 1 meter so 1 is less than 4 so you will be getting small cause the shopkeeper has been cutted it and you thought that its whole 1 cloth

Actually Shopkeepers use a system of measuring such that they don't measure things precise. So it would be off from the Accurate value a few centimetres. If it is very low like 25 centimetres off from the original Value and then you can complaint to them about your situation
