it is not possible..
maybe there is difference I the object the shopkeeper using and you use for measuring the cloth.. but it can also be done by washing the Cloths.
Because, it does not have the chemical composition of cloth and the change is only the state, size, shape, color texture or the smell or all substances that undergo physical change

Solution:
Imagine a piece of cloth costs Rs. 35
If the piece were 4 m longer and each meter costs Re. 1 less, the cost would remain unchanged
Let the length of the piece be xm
⇒ Cost price of cloth =Rs.35
Cost price of 1m cloth = 35/x
According to the assumption,
(x+4)(35/x - 1) = 35
x 2 +4x−140=0
x2+14x−10x−140=0
x(x+14)−10(x+14)=0
x=10
∴ The length of the piece is 10m.
