The discovery of fish skeleton in Sahara desert points to the presence of water-bodies in what is presently a desert. The factors that might have led to the disappearance or receding of the water bodies could be attributed to long term climate change. It is believed that climate change 12,000 years ago pushed the monsoon northwards which led to availability of water in desert. This change could be partly attributed to changes in the axis, tilt and precession of the earth towards the sun. There was plenty of rainfall which led to growth of vegetation and the development of an ecosystem that consisted of grasslands and water-bodies.

Carefully to understand this unknowingly we don't know how old is the fish Skelton if the question give stage correct age of it then it would be helpful for me to answer but as a substitute I would like to mark it as during he formation of Africa a the shahra was completely a natural beauty of water the during the drifts of the continent it made Sahara the biggest desert of the world.
