The number of onions and the cost are in direct proportion

$\frac{7}{140} = \frac{12}{x} \\ \\ 7x = 140 \times 12 \\ \\ x = \frac{140 \times 12}{7} \\ \\ x = 240 \: \: rupees$

The cost of 12kg onions is 240 rupees

Let the no. of bunches of feed bought from 1280 Rs be x

The number of bunches of feed and their cost is in direct proportion

$\frac{15}{600} = \frac{x}{1280} \\ \\ 1280 \times 15 = x \times 600 \\ \\ \frac{1280 \times 15}{600} = x \\ \\ x = 32 \: \: bunches$

32 bunches of food can be bought in 1280 rupees.
