I descend to lave the droughts, atomies, dust-layers of the globe,
And all that in them without me were seeds only, latent, unborn;
And forever, by day and night, I give back life to my own origin.

9.Without water, seeds can't use their stored energy. This stored energy only lasts so long. That's why a sprouting seed works so hard to break the soil and unfold into the light quickly. ... But if a seed needs light, it won't germinate until it's close to the soil surface

10.It's related to water cycle as the line says that "I give back life to my origin" . ... which then form clouds and then comes down again in the form of rain and as we say it a water cycle it happens cyclically every time . So the origin in this is from where water evaporates and it came back there only again.

poet uses euphemism in the last line of the poem. The phrase ‘the sleep of dead’ indirectly refers to a sleep from which one would never awake; that is, it refers to the condition of being dead.
