Answer:

3a^-2 = 3 / a^2

2 a^-1 = 2 / a

So 3 a^-2 / 2 a^-1 = (3 /a^2) / (2 / a) = (3  / 2 a)

Likewise b ^6 / b^5 = b

Then we have [3 b / (2 a)]^2 = 9 b^2 / ( 4 a^2)

Substituting a = 3 and b = -2:

9 * -2^2 / ( 4 ^ 3^2) = 4 * 9 / ( 4 * 9) = 1
