The plant can't undergo meiosis as it is already haploid . So it will undergo mitosis to produce gametes .

The gametes after fertilization will form a diploid zygote . This zygote will undergo meiosi to restore the genetic material back to normal , equal to that of parent plant .

so , your answer will be,

mitosis before fertilization.
