25 -16 ≤ 4x
9 ≤ 4x
4x ≥ 9
x ≥ 9/4
x ≥ 2.25 
But here 2.25 is not an integer
x ≥ 2.25 means x may be 3, 4, 5 and so on

Solution set { 3, 4, 5, 6...........}
In these the leat number is 3.

Therefore the smallest value of integer for x is 3.
