Best Time : It is never too late nor to early to prepare for IAS.
But I personally suggest to avoid giving your full attention to civil preparation right now. Better start after your graduation. As I always say "Stepping in two boats together will drown you down."But you can do certain things that will help you in your civil preparations without compromising your engg. studies.Read a standard newspaper daily like The Hindu. If you are not comfortable with The Hindu in the start, then start with Hindustan Times, TOI etc.Improve your English writing skills. You should know how to express your views to others in most efficient manner. So for this you can post on your FB your views in standard english or even go for blogging. It helped me a lot, I hope it will help you too.Glide thorough NCERTs slowly. Read whenever you feel like.No notes making now.Do these few things till you graduate. That is enough for now.

Best Subject : There is nothing like best subject which will work for everyone. Something worked for someone might not work for you and vice versa.
Definition of Best Subject for Civil Preparation :"A subject you may or may not be acquainted with but you have great interest in it provided its success rate is also good."Engg. subjected is of no use in civil preparation.Syllabus of GS is so vast that adding an another vast engg. subject will do no good. They don't select like we have to take two persons from engg. optionals, five from literature etc. UPSC just need cream students no matter what your optional is.Geography, Geology, Anthropology, Psychology, Sociology etc. may be good for engg. students and many opt for them.
