Answer: The answer is I have been to Mumbai before.

Explanation: It is obviously not going to be go because " I go to Mumbai before" is not possible. It could be "I go to Mumbai" but since "before" is mentioned it will not be go. Now coming to have gone, it is usually used when you have NOT returned from a journey but here as I mentioned earlier,  you have been to mumbai BEFORE.
