The answer for the given riddle is a “CLOCK”. Clocks usually have moving hands and we denote the ones which is pointing towards the minutes and hour as minute hand and hour hand respectively. The "hour hand" makes two revolutions in a day while the "minute hand" makes one revolution per hour. The pulses produced by the circuit drives the motor inside which makes the hands to move.  

The riddle says that it has hands but it cannot clap. Clock has hands but it is not having the physical hand like humans to make it clap.
