I have noticed, that in a noun phrase, there are verbs, so if a PHRASE doesn't consist of a verb or subject, how is a noun phrase actually a phrase?

Answer:

Noun phrases can show person (first, second or third) and number (singular or plural). The person and number of the noun phrase which is the subject of a clause decides the person and number of the verb.

A Verb phrase or Verbal phrase consists of a verb, or of a main verb following a modal or one or more auxiliaries. Examples are ` walked,' `can see,' and `had been waiting.
