Multiple errors here.

"Have" is always followed by the participle form of the main verb.

So it will be "sent" not "send".

Spelling of parcel.

P-A-R-C-E-L

Not

P-A-R-S-E-L

Answer:

I have sent the parcel. (active voice)

The parcel had been sent by me. (passive voice)
