I have taken the horizontal component of rain in negative direction and the horizontal component of man in positive and hence I'm getting the speed of rain right but the angle which the rains makes with the horizontal wrt the road is the exact complimentary angle of my answer. Can someone send me the solution?

it's actually pretty easy. you must have taken the angle with respect to the vertical. let's suppose your angle is X.

if you see the question carefully, they are asking the angle with the road (the horizontal).. hence you can find the correct the answer by just subtracting your answer(X) from 90.
