Yes,it is an empty set because there can be no number which is less tha 1 and greater than 3 thus it is empty

I checked a person's answer, I think he completely got it wrong. Correct me if I am wrong

Since, it didn't say, it is of integers or natural numbers

Elements can be = {.............-3,-2,-1,0,4,5,6,7....................}    (Excluding 1 and 2 and 3)

and if the set is of natural numbers then {4,5,6,7,8..........................} (Excluding 1,2,3 and negative numbers)
