gratiano had given antonio advice that there are some ppl in this world who want to be dressed in profound conceit, gravity and just pretending to be wise so that when they actually say something they can say i am sir oracle and when i open my mouth let not a sound be heard but actuaally this air of solemnity they put up is actually pretend and when they try to say something wise,their own brothers call them fools.

gratiano says this is only done for popularity and doesnt want antonio to fish with a mechalonical bait. he wants him to be a talker as silence is only appreciated in a dead ox's tounge and antonio accepts his advice..saying i will grow a talker because of what u have told me
