In this statement, someone has tried to show how hurt he/she is . Let's understand it's meaning word by word. Firstly, " I'll smile my smiles ". Every human has to common emotions, i.e - happy or sad. When we are sad, we often cry. But when we are happy or in good mood, we do smile. It means that happiness is directly proportional to smile and in the same way, sadness is directly proportional to tears. " I'll smile my smiles ", here, the speaker chooses the smiles instead of tears. That's why he says - " I'll smile my smiles " . Moving forward, he/she says, " and dry my tears " . As I said above, we have two emotions, Either you are happy or you are sad. Speaker chooses to be happy. So he decided to wipe his tears. Instead of saying this in simple words, he said this by adding some good stuffs in it.

At the last, he/she says - " Please let me speak my say. " It seems like when he/she was wiping his/her tears and trying to smile his/her smiles, someone urged with him/her.  He/she wanted to say everything that he/she wanted to say earlier. Now, he/she wants to clear the matter and to smile his smiles once again!
