If two lines are parallel then they have the same slope

The slope of the x axis is zero ( the equation of x axis is y=0), therefore slope of the line is zero

slope of a any line = y2-y1/ x2-x1

Let point (-7,-3) be (x1, y1)

Let (x2, y2) be another point on the line

then 0 = y2-3/x2-7

0=y2-3

y2 = -3

Therefore the equation of the line is y=-3

If you draw the line y=-3 you will notice it is parallel to the x-axis and passes through (-3,-7
