to speak fluent and good english just follow these steps
*when you are alone and have nothing to do,talk to yourself in english 
*always practice good grammar
*learn the gap fillers so that if you are struck while speaking,you can use them to show like you are not struck
*read story books
*learn new words and try to add them to your vocabulary
*practice english . You can do it by  talking to your friends and others to practice .it will always result in fluent english

but i prefer using gap fillers more than anything else it is the best way for fluent english.

learn all the parts of speech like noun. verb. adjective. adverb. pronoun. preposition. conjunction and  interjection.
