Caeser is preventing Cimber from bowing down low to him... because he believes that the courtesies offered by Metellus Cimner aren't enough to persuade him to change his mind. He says that these couchings might be enough to ignite the hearts of ordinary men...but Caeser is different.
Turning preordinance and first decree implies of changing laws and order which have existed since a long time for mercy.... law of children means that these laws are not light..and carefree.. and are more valuable than children's doings.. they have got much more value.. and have to be respected.
Your brother has been banished according to one such decree, and tou may bend and pray for mercy from me...but I will throw you out of my way like a dog. (CUR means DOG.)
Caeser is doing nothing wrong and you must provide enough reason to satisfy me to bring your brother back .
