you can begin ur article by firstly describing what an mla is. then u can write how it elected - which is through local elections . then u can mention the name of local mla if u know or just mak it up.then u can begin questioning. but first start with politer questions to please the interviewee . then switch to more promising questions  and its quite easy . u could just ask abut agendas of township planning , hospital and school facilities . about the rural ares . about the problems and sufferings of people. etc i hope u will able to describe the above points
