It signifies freedom from slavery. In terms of the French Revolution, the broken chain signified freedom for the peasants and the third estate i.e. normal people as opposed to the aristocracy.

The reason why this is called broken chains was when the people who were captured during the French revolution they were chained for instance so when they were released it is linked with the broken chain that they were released from the chains or the chains were broken and they became free that day.
