The general rules of direct speech are: Each new character's speech starts on a new line. Speech is opened with speech marks. ... The line of speech ends with a comma, exclamation mark or question mark
The easiest of narrations is of facts and universal truths. No change is made in the tense and syntax of reported speech because you cannot convert them into past, and it will be illogical to convert anything that contains universal fact into past tense, like you can never say; earth was round, Light was made of seven colours or stars were far away from the earth. Facts are always treated as present. The reported speech will be used in indirect narrations quite as it is.
