The two cardinal features of democracy are:
Representative GovernmentFree, fair and regular elections.
The first ensures that people are governed by by their representatives. These representatives can be a part of the government formulating policies, or the vibrant opposition regularly critiquing those policies for the good governance of the people.
The second provides the means of appointing such representatives. Free and fair elections give the adults population to vote without any fear or favour for a candidate of their choice. Regular elections ensure that the same opportunity occurs periodically, so that those in power do not stay in power forever. It gives opportunity to others to gain power and govern as per the wishes of their electorate. This allows a peaceful transition in power of government after every elections. An independent Election Commission is the body responsible for this exercise.
NON DEMOCRATIC GOVERNMENT
A democratic system offers free & fair choice of rulers, and the equality of participation. The word “democracy” itself means “demos kratos - rule of the people”. There can be a few forms of democracy, such as direct or representative.
A non-democratic country can also be seen as having a illiberal system. The features of this system include
