speed = distance/time

speed is constant so

d1/t1 = d2/t2

2 ⅓/ 3½ = d2/38

d2 = 14/ 21 =2/3 ×38 = 25.33 miles

in 38 minutes car can travel 25.33 miles

2/3 = d2/60

d2 = 2/3 ×60 =40 miles

in 1hr car can travel 40 miles
