here the particular phrase means that little franz never saw his french teacher with respect. but that day he was looking tall which means that the teacher's personality was commanding respect and also franz started to realize that the people of alsace and Lorraine owes a lot to the teacher for his perrineal service for last 40 years

"look so tall" is a phrase which means sad. M. Hamel was a teacher of French language. It was his last French lesson to teach in the school where he was teaching for 40 years as the order had come from Berlin to teach only German in the schools of Alsace and Lorraine. So he and all people of the French was sad by this news. As they wouldn't be able to learn their native French language in their own country.
This made all of them sad even to Franz. At the last minutes of the class Mr M. Hamel wrote on the blackboard "Vive La France!" which means "Long live France!" or "Hurray to France!"
