It is a layer around the  whole earth protecting the earth from ulrtraviolt rays coming from the sun. These rays are extremely dangerous , to such an extent that upon contacting with human they can cause genetic damage and even the skin cancer.It is mainly found in lower part of the earth's stratosphere.   
But ozone don't allow these rays to reach the earth hence protecting us.
