I refuse to accept that all the laws and constitution, police and judges are unable to protect our children.

It is because there are many judges, police, constitution and laws are dedicated to protecting the children.

Unfortunately, some of the crimes are failed to avoid.  With a single event, we never conclude that all laws are unable to protect our children.
