Question tags are kind of interrogative sentences but these are a mixture of an affirmative sentence and an interrogative sentence.
For instance, the give statement was, "I shall phone you tomorrow.'
It is an affirmative sentence, but if we want to change it into a question mark we will have to add an interrogative verb which is also already been used in the affirmative sentence.
So by adding "shall I" we can change it into a question tag.
