I think noone can answer this question . Some critics and readers a suggested that the more appropriate title for the tempest might be The Island.In what ways is a great storm the focus of The Tempest?Why might Shakespeare has chosen The Tempest as the title? Would the play gain new meaning if it were titled The Island?​

The storm was focused to recall the foul play.

Shakespeare always looks after the word which is behind a thing . In the poem the first sentence is introduced by storm then after the whole poem is about island.

So according to Shakespeare the storm is the behind the island which shows the tempest as title.

Actuallly the title is not only about the storm . It is also about the charactes in the play who turn to peace and at end. So I think it wont gain new meaning
