I've noticed in other questions' answers that CH3CH=CH2 + HCl -> CH3CH2CH2Cl. Though shouldn't the answer be CH3CH(Cl)CH3 according to the Markovnikov rule? does it not apply in this case?

yes ans should be according to markonikov rule always as it gives more substituted alkene which is more stable bt if the ans is other than this it means that the reaction is occurring at some conditions may be it is nt the major product hope so it is minor product
