I want a proper View and counter view on children should give or not cellphone

No children should not be given a mobile phone because its is a very dangerous device.it leads to brain tumer,loss of vision and many other diseases.we can give children mobile phones for a limited time.children are not matured enough to understand the harmful things that lie within the internet. they might get mixed up with people with bad intention. so it is advisible to give children a mobile phone at the age of 15 when they are matured enough to understand the things that a mobile phone can do.
