I want to ask that is fire and light are matter?

Yes they are matter Because anyting that possess mass and space is matter

Fire is matter.
Matter means, the substance has volume, mass etc.

Fire consists of hot gases, soot particles burning materials.  Fire has mass, volume contains matter in it.  Without matter there is no fire.

Light is not matter,  Light consists of electromagnetic radiation, which consists of oscillating electric field and a magnetic field oscillating perpendicular to the electric field.  Light is a form of energy.  Actually light does not have any mass associated with it.  So it is not matter.

Once light is emitted by some matter,  it can exist in space with out matter ie., in vacuum also.

Energy, waves, matter are unified.
